Food Corporation of India, Regional Office, Haryana invites bids from interested parties for hiring of CAP(Plinths) on rental basis, for a period of three years, extendable by two years, at the discretion of FCI, at the same rent, terms and conditions. The bidders are to quote rent in rupees per quintal, per month in the prescribed format, which can be obtained from FCI, Bay No. 29-32, Sector 4, Panchkula. The application format can also be downloaded from our website www.fcinorthzone.com. In case of downloading of form, the bidder will have to enclose cost of tender form alongwith offer, in shape of D.D. for Rs. 500/-, in favour of General Manager, FCI, Haryana, payable at Panchkula.

TERMS AND CONDITIONS
1. Parties who wish to offer capacity (Plinths) may submit offers in prescribed application form available from RO Haryana, Bay No. 29-32, Sector 4, Panchkula on payment of Rs. 500/- (Rs. Five hundred only) on all working days upto 22.2.2010.(2.00 P.M.) through account payee draft drawn on any scheduled bank in favour of General Manager, FCI, Haryana payable at Panchkula.
2. Offers along- with requisite EMD @ of Rs. 3.60 per MT will be received by Regional Office Haryana,Panchkula on 22.2.2010 upto 2.00 PM and will be opened on same day at 3.00P.M. in the presence of the bidders / their representatives on the same day at 3.00 PM.
3. The bidders whose tender will be approved by the FCI, will be required to deposit Security Deposit @ 9/- per MT within 7 days from the date of issuance of acceptance telegram by FCI. The bidders who failed to deposit requisite security Deposit are liable for forfeiture of their EMD.
4. The bidders will also be required to execute agreement in the prescribed format.
5. The copy of FCI latest specifications would be provided as enclosures with the application form. The parties may give their offers for letting out plinths as per FCI specifications.
6. The General Manager reserves the right to reject offer without assigning any reasons whatsoever. In case of rejections of otherwise valid offers, earnest money shall be refunded without any interest or other liability.
7. The offer of the bidders who do not submit the offers as prescribed above will not be considered.
8. The bidders who resile from the offers after submitting the same are liable to face forfeiture of their Earnest money deposit.
8. Those plinths will be given preference for which overall costs of hiring as well as handling is least for FCI.
9. The plinths are to be made available for FCI before 31st March 2010 or 30 days from the date of acceptance of offer, whichever is later.
GUIDELINES FOR COVERED AND PLINTHS STORAGE (CAP STORAGE)
- Each plinth shall have an overall dimension of 60.22 M and 21.34 M in width. Eighteen stacks each of size 9.15 meter x 6.10 meter with alleyways of 0.76 M around the stacks will be accommodated on each plinth. The stack portion will be at raised level of 0.10 M with respect to the alleyways.
- HEIGHT OF THE PLINTHS
Minimum plinth height shall be 0.46 mts (1’.6”) above the top levels of roads around the plinths. The height shall be increased in areas where the surrounding areas are higher. The area should not be flood prone.
- CAPACITY:
The holding capacity of each plinth will be 2500 Mts. and in each complex there shall be a minimum of two such plinths. Where sufficient land is available, more number of plinths can be constructed to accommodate standard stacks, preferably in multiple of 2500 tonnes capacity with clear space of 9.15 Mts. (30’) in between plinths may be constructed.
- LOCATION:
Preference shall be given to location adjoining FCI depots or foodgrain mandiyards and not more than 8 KMs. away from BG Railheads having capacity to handle half or full rakes in a single placement.
- APPROACH ROAD:
The site must approach a National / State Highway or any other public road (pucca mettaled and black topped) and connected by tar macadam road with double lane width (30 ft) with a culvert in front of gate, if required, shall be provided by party. Suitable steps to allow surface water to drain into side drains should also be ensured by the party.
- SPECIFICATIONS:
- The plinth wall shall be of brick masonary 0.23 M thick. The foundation for the wall should be designed to withstand the loads on the structure and should be taken upto the firm soil within minimum of depth of excavation as given in drawing enclosed and clear height of plinth top shall not be less than 46 cm from the top of road.
b. The brick walls and the foundations for plinths shall be as shown in the drawing (wall thickness 23 cms) plinth height-46 cms and depth of foundation-45 cms). The wall foundations are for normal soils of bearing capacity not less than 10 T/sqm. These shall be suitably modified for poor soils. Mud mortar shall not be allowed to be used.
c. The flooring shall be of brick on-edge over a layer of flat bricks with joints filled up with fine sand and top cement pointed. A layer of 0.12 mtrs. (4.5”) thick sand filing shall be provided under the brick flooring.
d. The plinth height shall be a minimum of 0.46 mts (1’-6”) above the top level of roads around the plinths where necessary the height shall be increased in areas where the surrounding areas are higher. The stacks portion of the plinth shall be raised by 0.10 mts. (4”) from the alleyways.
e. Plinth protection of 0.46 mts. (1’6) minimum shall be provided all around the plinths as shown in the drawings.
f. SAUCER DRAINS
Open surface drawing with sufficient slope shall be constructed alongwith the plinths, and lead to a suitable outfall outside the complex to prevent flooding / water stagnation inside the complex.
7. FACILITIES:
The compound wall of 1.83 mts. Height (6’) with (0.61 mts) (2’) height barbed wire fencing as per approved design No. FCI/TP/35/1 Annex./II shall be provided with steel gate of 16’ width.
8 SPECIFICATIONS
Broad specifications / dimensions shall be as per annexure-III and Annex-IV Office block, Santry post, two rooms for chowkidar, urinal points and one lavatory –cum-bath to be provided with office block shall be provided as per the scales and the layout shown in the drawing. The specifications for these facilities shall be as follows:
i. WALLS: Brick masonary / stone random rubble in cement / lime mortar of minimum one brick thickness in case of brick walls and 300 mm. in stone walls. Seperate foundations for these walls to be provided as per safe bearing capacity of the available soil.
ii. ROOFING: Flat RCC roofs with suitable terracing consisting of mud phuska and tiles of lime concreting shall be provided at a height of 0.30 m from flooring level.
iii. FLOORING: CC flooring of minimum 25 mm thickness on the base concrete 1:5:10,10 cm thick to be provided. For toilets, cement dado of 1 mtr. Height to be provided
iv. DOOR AND WINDOW: Window openings with minimum area equal to 10% of the floor area shall be provided. Panelled doors and windows shall be made of deodar, sal or teak wood or flush door of approved quality of steel / aluminium doors shall be provided.
v. FINISHING: Inside and outside to be cement plastered 1: mortar mix of minimum thickness 12 mm or as required.
Inside to be white-washed and outside to be colour washed. Doors and windows to be painted with minimum 2 coats of approved quality paint over the primary coat.
vi. GENERAL:
a. Plinth level of the buildings shall be 300 mm above the road level in the complex.
b. SCALE OF FACILITIES:A sentry post at the gate shall be provided. An office Block, two rooms for chowkidar, urinal points and one lavatory-cum-bath tobe provided with office block as per FCI design (Annexure III & IV) as per approved plan for eachcomplex. No separate rent for the rooms for Chowkidar, Office Block, Lavatory Block, and Santry post shall be paid. Urinal points atleast one on each side shall be provided and these will be suitably increased for higher capacities.
c. ROADS: Details of sub-grade / soiling are shown in the enclosed drawing. Over the consolidated earth as the subgrade two WBM layers 200 mm thick (100 mm thick of metal over 100mm thick brick aggregates properly rolled in two layers) with a final top layers of 2.5 cms thick premix carpeting shall be done. Approach road and internal roads shall have a minimum crust thickness of 22.5 cms. With metalled road of 6.7 mtrs. Width for approach road and 3.7 mtrs. For internal roads over a formation width of 9.15 mtrs. 180”. The road shall be provided with a premix bitumen carpet of 2.5 cms thick (minimum) camber and gradient as indicated in the drawing attached.
The site should not be flood prone and must be properly leveled with suitably drainage facilities.
d ELECTRIFICATION AND LIGHTING ARRANGEMENTS: Proper lighting facilities in the complex should be provided for the plinths and the roads inside. The approach roads should have the lights and the distance of 100 ft. each.
(i) PLINTHS: Street lighting to be provided through street light fixtures with fluorescent tubes / mounted on poles spaced 30 mtrs. Apart, the first one staring with the main gate and lights to be provided in between the plinths.
(ii) ANCILLARIES: Office Block, Sentry post, two rooms for Chowkidar, lavatory-cum-bath to be provided with the Office Block and Urinal points etc, as per approved plan. Wiring in surface conducts with PVC wires required number of Fans and light points with fixtures to be provided, i.e. 2 fans, 4 lights points in office, 2 fans and 4 light points in Chowkidar rooms and one light point in Lavatory Block.
(e) WATER SUPPLY: The site should have water supply arrangements so that there is no difficulty about drinking water to the staff and labour working in the complex. At least a minimum of one hand pump with mounted motor ½ HP (with yield not less than 30 liters per minute) for every 5,000 Mts. Capacity shall be installed in the area where municipal water supply is not available, water connection should be obtained and sufficient number of taps shall be provided within the complex. The lavatory block chowkidar quarters and office block should have over head steal or syntax tanks of capacity not less than 5,000 liters duly connected water source and distribution lines to the above ancillaries.
9 DATA TO BE FURNISHED BY THE PARTIES:
The parties shall furnish the application in the performa appended herewith (Annexure-V) giving following details:-
a. A key plan, indicating the exact location, should be attached with the application.
b. A layout plan indicating the plinths proposed to be constructed roads, office block etc. should also be enclosed. Proof of ownership of land along -with Khasra number and Khatauni duly certified by Patwari should also be enclosed. The layout plan should also be got approved from FCI before commencement of work.
c. The minimum period of lease desired with rent per month should be indicated. Rent payable shall be negotiable.
d. Earnest money should also be furnish by the party along -with the application, as may be prescribed in the advertisement. This shall not be less than Rs. 10,000/-. The Demand Draft should be in favour of the General Manager, FCI,Haryana Region, Panchkula. In the event of the failure of the party to complete the construction of plinths within the time specified or the party resile from their offer after submitting the application, their earnest money shall be liable for forfeiture. The parties not submitting their offers as prescribed above are also liable to face forfeiture of their earnest money.
10 FACILITIES FOR INSPECTION:
The parties shall extend full facilities to the FCI officers to inspect the works while in progress. A completion certificate will also be issued by FCI engineers and only thereafter the plinths shall be taken over.
11 The plinths shall be completed in all respects within the period specified in the agreement.
12 DRAWING: Drawing No. FCI/TP/102 and Engg/NZ/TP/1/98-99 and sketch giving details of specifications for the plinths to be constructed and Drawings for office block and lavatory block, Santry post, compound wall, steel gate are also enclosed.
13. ANNUAL REPAIRS:
The annual repairs and maintenance of plinth, roads, compound wall, fencing etc. shall be done by the parties and if this is not undertaken by them within a written notice period of 30 days, these works shall be got done by the Area Manager, FCI at the cost of owners.
14 The minimum period of lease will be three years, extendable by two years, at the discretion of FCI, at the same rent, terms and conditions.
